More specifically, the Blue Flag program is a joint program between several Costa Rican organizations, among them the Costa Rican Tourism Institute (ICT), CANATUR (National Tourism Chamber), MINAE (Ministry of Environment), the Ministry of Public Health, and the National Water Service – in other words, entities dedicated to travel, health, and related topics.
